Wow the cartoon is straight out of the book 'How to lie with statistics' visual propaganda illustrations - the tallest model is the only one with a proportional adult head and who is apparently tall enough to wear a dress and strut her stuff. (Would be fun to put head number 1 on model number 9).
What the cartoon actually does is illustrate it's about proportionality (amazingly, shorter models tend to have heads in proportion...), style and overall look.
Arguing from history/previous cultures is always dodgy; we're talking about now. It would also be interesting to know what proportion of models here (or modelling jobs) are catwalk-type requiring a minimum height.
At the moment, I'm getting ready for a couple of retro-themed shoots, and amongst the props are magazines from the 1900s-1930s full of diminuitive models. Historically, there was more of a crossover between acting and modelling - the actresses modelling for perfume, cigarettes etc.

I'm not a fashion/catwalk photographer. My images can end up in magazines, on book covers, CD albums.... etc. Clients like the images or they don't. Never been asked for a tape measure.
This is a 5' 1" model. Trust me, she is perfectly proportioned and quite a few taller models wish they looked like her.
